Initial phase of energy efficiency labelling scheme to take full effect Monday

Hong Kong (HKSAR) - The initial phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be fully implemented from Monday (November 9). The full implementation follows the expiry on Sunday (November 8) of the 18-month grace period, a Government spokesman said today (November 6). MEELS was introduced under the Energy Efficiency (Labelling of Products) Ordinance (Cap.

598). Three types of prescribed products are covered in the initial phase of MEELS -room air conditioners, refrigerating appliances and compact fluorescent lamps. From Monday, these three prescribed products must carry energy labels with information on their energy efficiency performance before they are supplied to the local market.

"Any person who supplies a prescribed product which does not properly bear an energy label or is not of a listed model will commit an offence under the Ordinance and is liable to a fine of $100,000," the spokesman said. "The Electrical and Mechanical Services Department will conduct inspections at retail shops to monitor compliance with the Ordinance. "People are encouraged to look for the energy labels on those prescribed products to make informed purchase decisions," the spokesman said.

The energy label classifies energy performance into five grades.Products with Grade 1 energy label are among the most energy efficient on the market. Consumers can make environment-friendly choices when purchasing products with higher energy efficiency. The Government has carried out a series of publicity activities to promote the scheme to the public and the trades.
