SED on Education University and Basic Law

Hong Kong (HKSAR) -      Following is the transcript of remarks by the Secretary for Education, Mr Kevin Yeung, at a media session after attending the "Salute to Teachers 2017 - Teachers' Day and Commendation Certificate Presentation Ceremony" today (September 8):

Reporter: Yesterday, there were comments posted on the Education University of Hong Kong's student union board about the loss of the Under Secretary for Education's son. What do you feel about those messages? Actually, we have seen these messages posted on the student union boards that are pretty controversial, so how do you feel the student union and the university should balance the freedom of speech? Will the Education Bureau step in?

Secretary for Education: I think one of the principles is what they post on the board should be something that is morally sound and also legal, so I will leave the details to the university and the student union to work out. I think one very basic principle is, when we talk about freedom of speech, we are talking about the freedom but not without restriction.

There are also moral and legal considerations.

Reporter: (Question on different university campuses advocating "Hong Kong independence")

Secretary for Education: I think, as I said, we are against the "independence" issue, as it is against the Basic Law, and it is not legal. So how the management of universities handle this issue, I will leave it to the management of the universities.
