EPD progressively installs surveillance cameras to further combat illegal waste disposal by vehicle drivers


Hong Kong (HKSAR) -      Three lorry drivers illegally deposited commercial and industrial waste as well as domestic waste at the roadside of Kam Pok Road in Yuen Long. The Environmental Protection Department (EPD) traced them with the vehicle information recorded by the department's surveillance camera system and subsequently prosecuted the drivers involved. They were fined a total of $7,900 by Fanling Magistrates' Courts today (January 9) for contravening the Waste Disposal Ordinance (WDO).
 
     An EPD spokesman said that in view of the serious problem of illegal waste disposal by lorry drivers found at Kam Pok Road in Yuen Long last year, the department installed a surveillance camera system to enhance monitoring and evidence collection for illegal waste disposal by vehicle drivers at the black spot, in order to strictly combat such illegal activities and enhance the deterrent effect.

After having installed the system at the black spot at Kam Pok Road last April, 53 suspected illegal waste disposal cases were recorded in the first two months, and the number of such illegal cases dropped to four in the following two months, indicating that the fly-tipping problem has greatly improved. The EPD is now proactively taking forward the plan to install surveillance cameras at fly-tipping black spots in various districts according to the order of priority and needs.
 
     The spokesman reminded members of the public, especially those in the construction and transportation sectors, that it is an offence to dispose of waste at public places and roadsides. Under the WDO, first-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment.
