Web Developer/IT Systems Specialist – USAID/Office of Iraq Reconstruction

International Resources Group (IRG), an international professional services firm specializing in promoting economic growth, institutional and social change, and intelligent use of resources, has an immediate opening for a Web Developer/IT Systems Specialist.  The incumbent will serve in various lead roles in developing and managing information technologies for USAID’s Office of Iraq Reconstruction in Washington, DC.

Responsibilities

·         Develops Web-based solutions for users

·         Administers the Office of Iraq Reconstruction Web servers and liaises with the Web managers in the Asia and Middle East Bureaus

·         Serves as an IT-generalist to assist with IT-related problems

·         Gathers IT needs/requirements from users and develops solutions to meet users’ needs

·         Assists with systems documentation and training materials

·         Develops a service plan to improve users’ technology skills, which will include training users

Qualifications:

Basic qualifications:

·         Bachelors degree required, preferably in information systems or related field.  Masters degree would be a plus.  

·         Prior experience working in the federal sector (especially USAID) highly desirable.

·         Experience using or developing back-office systems is important, knowledge of financial systems is a plus.  Combination of business process-improvement, IT, and financial or business experience ideal.

·         Eligibility to obtain a secret security clearance (U.S. citizenship required).

Technical experience:

·         Web design expertise: extensive experience at designing Websites, including fluency in HTML, JavaScript, and server-side Web application languages

·         Experience in deploying or administering Web portals preferred

·         Substantive hands-on experience designing and developing relational databases – must be experienced in developing databases with MS Access and MS SQL Server

·         Experience setting up or administering IT systems, such as Web servers

·         Capable of instructing others in advanced uses of Microsoft Office products (e.g., Excel, Word, and PowerPoint)

·         Familiarity with knowledge management

Personal skills/capabilities:

·         Hands-on problem solver with self-initiative

·         Service-oriented, while capable of taking the lead on tasks

·         Strong interpersonal communication skills are required

·         Experience gathering user needs/requirements

·         Technical writing skills

·         Strong troubleshooting skills

·         Ability to work under deadlines and meet established dates/timelines
